Is a Dell Inspiron 14R Laptop Able to Play The Sims 3?

Does it meet the requirements to be able to play The Sims 3 on it, and is it even able to play CDs to begin with? Because of the price, I'm thinking about getting one, but not if it lacks certain things. Thanks. :)
